GENEVA (Reuters) - A United Nations human rights investigator and the U.N. refugee agency voiced concern on Thursday about the fate of nine North Korean defectors, some of them children, who were sent back to China this week from Laos after trying to cross the border.
Chinese authorities are obliged under international law not to return them to North Korea, where they could face persecution and possibly death, Marzuki Darusman, U.N. special rapporteur on the Democratic People's Republic of Korea (DPRK), said.
"I have very real concerns about the penalties and treatment they could face if returned to DPRK and all the concerned authorities have an urgent responsibility to ensure their protection," Darusman said in a statement issued in Geneva.
He said no one should be forced to return to North Korea where, he said, "they may face persecution or severe punishment, including torture and the death penalty".
Antonio Guterres, U.N. High Commissioner for Refugees, voiced grave concern over the safety of the deportees, whose asylum claims he said had not been assessed.
In a separate statement he said his agency was seeking information about their whereabouts. All states had a duty to refrain from measures that could lead to returning a person to a country where his or her life or freedom would be threatened.
The nine youths, all believed to be orphans, were sent back to China on May 27 after being arrested by Laotian police, Darusman said. Guterres said that they were arrested on May 10 in Laos and that five of the nine were children.
"I am extremely disappointed that the Laos Government appears to have abdicated its protection responsibilities in this way, and I urge the Chinese authorities not to do the same," he said.
North Korean authorities consider it a criminal offence to leave the country without official permission, according to Darusman's latest report.
Darusman, a former attorney-general of Indonesia, is part of a commission of inquiry launched in March to investigate violations and possible crimes against humanity in North Korea.
The three-member commission is expected to focus on allegations of torture and use by North Korea of labor camps believed to hold some 200,000 people, activists say. Pyongyang denies the existence of such camps and is not expected to cooperate.
The U.N. General Assembly has expressed serious concern about the situation of refugees returned to North Korea and the punishments they can face.

Jamen Shively tore a page right out of the Starbucks handbook on Thursday. At a press conference, the former Microsoft manager announced plans to open chain stores offering a uniform, high-end product that satisfies America?s craving for a mild buzz. Except not coffee?pot.
"Yes, we are Big Marijuana," Shively, 45, brazenly told reporters, outlining his intent to bring in $100 million in investments to establish "the most recognized brand in an industry that does not exist yet.? Colorado and Washington, the two states that legalized marijuana for recreational use last fall, are slated to soon license pot growers, distributors, and retail outlets (and impose steep taxes and strict regulations). Shively says he and his partners plan about a dozen retail outlets in each state, followed by up to 100 in California, where sales of medical marijuana are legal according to state law.
Shively?s plan will test how far entrepreneurs can push the new state laws legalizing pot before the Department of Justice charges them with federal crimes. Shively is shrugging off the risk. ?People are saying, ?You are putting a target on your back,? but it's really not a big deal,? he said.
Attorney General Eric Holder is the person who will prove Shively right or wrong. Holder said in February that the White House would make a decision ?soon? about how to respond to the voter-approved pot laws. Since then, Holder told a House Appropriations subcommittee, "We are certainly going to enforce federal law," but stopped short of saying he would try to overturn state laws in court. Holder?s Department of Justice could also prosecute marijuana sellers in Washington and Colorado, as DOJ has done to some medical-marijuana growers. Mostly, though, the Obama administration has so far targeted growers and sellers who are exceeding the limits of state laws.
Between October 2011 to October 2012, federal law enforcement shut down 600 dispensaries in California that prosecutors said were violating the state?s medical marijuana law. Meanwhile massive fields of medical pot prosper in the?California sunshine, and the Arizona department of health actually regulates and inspects medical marijuana gardens.
The White House should cheer on the state inspectors and stay out of the way of entrepreneurs like Shively. If President Obama tries to stop state legalization, he will lose, if not legally, then politically. Three key stated goals of banning marijuana are making the streets safer, weakening gangs, and keeping kids off pot. Legalizing pot is likely to succeed far better at all three than banning it has.
Former Mexican President Vicente Fox started making the case for Shively?s plan Thursday. He joined the press conference to urge Obama to let state legalization proceed in order to stanch the flow of profits to bloodthirsty drug cartels. "Business investment? like Shively?s ?will bring a solution to Mexico's huge crime problem," Fox told me. "Criminals won't be able to get the money because the money will be in the hands of people like Jamen.? Legal pot won?t eliminate the cartels, of course. But Fox?s point is that every dollar in pot sales that stays in the hands of a legal business doesn?t go to a violent gang across the border. Shively says he is securing relationships with domestic growers and, to abide by state law, will only sell cannabis in the same state in which it?s grown.
By all accounts, Americans are on Shively and Fox?s side. For the first time this year, a majority of Americans (52 percent) said they support legalizing marijuana. Sixty-four percent of Americans think the federal government ?should not? enforce marijuana laws in states that have legalized pot, according to a December poll.?That figure includes 43 percent of respondents who don?t think pot should be legal?in other words, even if they don?t like laws like Washington?s and Colorado?s, they still think the president should butt out if such laws pass.
Once legalization becomes a reality, support for it will likely continue climbing. Regulating the pot market is the only way to tightly control it. That includes collecting taxes, which states can use to pay for programs voters like (especially Obama voters). Washington state estimates that it will bring in between roughly $250 and $500 million in taxes annually. Of that, nearly 80 percent will fund health programs, including up to $110 million annually earmarked to address substance abuse.
I'm not thrilled by the prospect of smoking the Starbucks of bud, but I hold out hope that the microbrews of pot can also flourish in the emerging state markets. And since large-scale operations have the most to lose, they will be the most accountable. They have the incentive to check ID (keeping pot out of the hands of kids, since sales to people under the age of 21 remain illegal), pay taxes (Shively expects to pay $300 million a year in taxes), and adhere to the letter of the law, establishing a model for the pot industry that will make it safer than the illegal market.
If Obama and Holder try to stand in the way of all this progress, they?ll have nothing to offer except more years of a failed war on drugs. A federal crackdown would offer none of the benefits of legalization. Rather than fight Jamen Shively and the other would-be moguls who will surely follow him, the president and his attorney general should let them do what the White House can?t?beat the black market at its own game.

Washington, DCA new international study finds that prolonged, intense initial treatment in children with multi-system Langerhans cell histiocytosis (MS-LCH) can achieve survival rates as high as 84 percenta full 15 percent improvement over the previous clinical trial in this series.
The study, LCH-III, is published in Blood, the journal of the American Society of Hematology. It is the third in a series of international randomized clinical trials for LCH that spans twenty years initiated and coordinated by the Histiocyte Society, a group of more than 200 physicians and scientists worldwide. The LCH clinical trial series are the first randomized clinical trials for the treatment of LCH.
Langerhans cells are found throughout the body and help regulate the immune system. In LCH, the cells proliferate excessively in a single organ or in multiple organ systems, damaging surrounding tissue and producing a wide range of symptoms. LCH occurs most often in children and its cause is unknown. In the most serious cases, LCH affects "risk organs," such as the liver or lungs, and can be fatal.
In this study, high-risk patients received one or two six-week courses of chemotherapy, followed by milder continuation therapy in those who responded to the initial coursefor a combined 12 months of treatment. The overall five-year survival probability for these patients was 84 percentsubstantially higher than in the two preceding trials (62 percent for LCH-I and 69 percent for LCH-II), in which patients were treated for six months. Moreover, the five-year risk of disease reactivation was much lower (27 percent) than in comparable patients in the two earlier trials.
Lower-risk patients in this study who responded after an initial six-week course of treatment were randomly assigned to receive six or 12 months' total treatment. The longer 12-month treatment significantly decreased the disease reactivation rate (37 percent), compared to the six-month treatment group (54 percent).
The study authors note that the first 12 weeks of treatment seem to be a critical time for patient outcomes with MS-LCH and that "aggressive salvage therapy was quite effective in patients not responding to the protocol therapy"achieving a survival rate of 75 percent.
"These findings are real cause for hope for children with multi-system LCH, now that we have achieved improved survival rates in these three sequential studies," said senior author Stephan Ladisch, MD, a researcher in the Center for Cancer and Immunology Research at the Children's Research Institute and Professor of Pediatrics and Biochemistry/Molecular Biology at Children's National Medical Center. "The international collaboration in these trials has been essential to making significant progress against such a rare disorder, and children around the world will benefit from this research."
Results of the first LCH clinical trial were published in 2001 in the Journal of Pediatrics. Findings from the second trial were published in Blood in 2008. Goals for future trials include reduction of the remaining 15 percent mortality among patients with risk-organ involvement and reduction of the 30-40 percent disease reactivation rate.

While Sony has been improving its bank balance as of late, most of that turnaround has come through job cuts and office sales -- the company needs new strategies to thrive in the long run. Accordingly, the firm has nominated three new board directors with experience outside of its core electronics divisions. Tim Schaaff (at right) is a relative insider with his board position at media-focused Sony Network Entertainment, but the same can't be said for his two peers. Eikoh Harada (left) has been turning around McDonald's Japan as its CEO, while Joichi Ito (center) is well-known for his roles as the director of MIT's Media Lab and the founder of Digital Garage. Both Harada and Schaaff also worked at Apple several years ago, giving them experience at one of Sony's main rivals. Provided the three become board members at a shareholder meeting on June 20th, they could bring new thinking to a company frequently accused of clinging to business as usual.
After leaving his uninspiring job at a bank, Sameer Parekh started his own company called Falkor Systems to further develop the concept of autonomous flying drones that don't require a pilot. His first creation is a modified Parrot AR.Drone designed to follow someone around a room like an incredibly loyal?but noisy?puppy, but he also has more practical applications in mind than just an expensive airborne companion that eats through batteries faster than dog food.
Anthony Spencer still wants a long-term deal with the Cowboys, and hopes one comes this summer.
But if he doesn?t get it, he at least has experience dealing with the aftermath.
?I?m really not worried about it,? Spencer said, via Charean Williams of the Fort Worth Star-Telegram. ?I come here, I work, and then I go home and relax. If it gets done, it gets done. I have the same attitude I had last year. It ended up working out for me, so I don?t worry about it much.?
This is the second straight year the Cowboys used the franchise tag on the outside linebacker-turned-defensive end.

He also said he wasn?t concerned about switching to the line in Monte Kiffin?s 4-3 defense, as he?s added 10 pounds to get into the mid 260s.
?I get to rush,? Spencer said. ?I don?t have to worry about any of the coverage stuff, formations and what?s going on in the back end. I can just focus on the ball and getting to the ball. That?s the easy part.?
The hard part, as they?ve shown over the last year-plus, is deciding what that?s worth.
In Georgia, injured workers are often told that they must go to the doctor that the employer or workers? compensation insurance company chooses. This reminds me of an old saying that the best lies have just enough truth in them to make them believable. There is some truth, but not much, in the idea that the employer can choose your doctor in a workers? compensation case.? There are many exceptions to this rule- so many that usually some exception will apply to your case and you will be able to have at least some input into your choice of doctors.
To understand the exceptions, you need to first understand the rule.? State Board Rule 201 contains some of the information about how doctors are chosen in a Georgia workers? compensation case.? Subsection (a) of this rule which talks about the employer?s list of doctors (technically known in most cases as the ?panel of physicians?) talks about three different types of lists that an employer may have.? This blog post is only going to focus on the first type of list (the traditional ?panel of physicians?) because it is the type of list used in most Georgia workers? compensation cases.
Board Rule 201(a)(1) specifies that an employer?s panel of physicians must have the following:
At least six (6) nonassociated physicians
At least one orthopedic physician
No more than two industrial clinics
At least one minority physicians
So, there are several requirements to a valid panel of physicians.? First, there must be at least six doctors that are not associated.? Among those six or more doctors, there must be at least one orthopedic physician, at least one minority physician, and no more than two industrial clinics.
So, why does it matter if a a panel of physicians is valid? We are living in the age of the technocrats. In business, Big Data, and the Big Brains who can parse it, rule. In government, the technocrats are on top, too. From Washington to Frankfurt to Rome, technocrats have stepped in where politicians feared to tread, rescuing economies, or at least propping them up, in the process. Technocrats are in vogue in the intelligentsia, too. And the familiar pleas for common sense and a centrist approach, free from the taint of ideology, usually boil down to a call to put the technocrats in charge. Technocrats have a lot to recommend them.
We do live in the age of Big Data, and ignoring it is a sure path to bankruptcy or humiliation. But particularly in the wake of 2008, a crisis that technocrats both helped cause and failed to predict, there are also sound reasons not to rely mechanically on technocratic solutions. That's why it is worth reading a new paper by Daron Acemoglu of the MIT and James Robinson of Harvard University.
In their seminal 2012 book Why Nations Fail Acemoglu and Robinson offered a powerful new framework for understanding why some societies thrive and others decline - those based on inclusive growth succeed, while those where growth is extractive wither.
Hubris of economists
Their new study, "Economics Versus Politics: Pitfalls of Policy Advice", will be published later this year in the Journal of Economic Perspectives and is available now in draft form as a National Bureau of Economic Research working paper. It tackles an essential subject: the limits of technocratic thinking as a basis for policy. Their critique is not the standard technocrat's lament that wise policy is, alas, politically impossible to implement.
Instead, their concern is that policy which is eminently sensible in theory can fail in practice because of its unintended political consequences. In particular, they believe we need to be cautious about "good" economic policies that have the side effect of either reinforcing already dominant groups or weakening already frail ones. "You should apply double caution when it comes to policies which will strengthen already powerfulgroups," Acemoglu told me. "The central starting point is a certain suspicion of elites. You really cannot trust the elites when they are totally in charge of policy."
An example discussed in the paper, and an issue on which Acemoglu changed his own mind in the course of writing it, is the role of trade unions. "My view for a long time was that labour organisations had become rent-seeking," he said, using the economics term for groups that specialise in getting a bigger share of the pie rather than making it grow overall. "Now, my view is that, even though we are not transitioning from dictatorship to democracy, you need some labour organisations as a counterweight to business lobbying."
Two other important examples the study dissects are financial deregulation in the US and privatisation in post-Soviet Russia. In both cases, economic reforms that made a lot of sense in the abstract and in terms of economic efficiency had the unintended consequence of strengthening already powerful political interests. As the powerful often do, they overplayed their hand. The result was a political spiral which in the US helped set off the 2008 crisis and in Russia led to the rise of Vladimir Putin and his authoritarian regime.
This paper reminds us of something important. In both US and Russia, the reforms which strengthened powerful vested interests didn't begin as a cunning plot by a wealthy cabal. Instead, they were endorsed and advocated by the technocrats, who believed they were acting in the common good. "What our paper is targeted at is, there is a certain hubristic attitude among economists - we are the queen of the social sciences because we use numbers and data," said Acemoglu, who is a professor in MIT's department of economics. "But that can ignore the implications of political power." This the big takeaway from the Acemoglu and Robinson paper: there is no such thing as pure policy, and we should check our pockets and lock our doors when someone tells us otherwise.

BAGHDAD (AP) ? A coordinated wave of car bombings tore through mostly Shiite areas of Baghdad on Monday, killing at least 66 people and maiming nearly 200 as insurgents step up the bloodshed roiling Iraq.
The attacks in markets and other areas frequented by civilians are the latest sign of a rapid deterioration in security as sectarian tensions are exacerbated by anti-government protests and the war in neighboring Syria grinds on.
More than 450 people have been killed across Iraq in May. Most of the killings came over the past two weeks in the most sustained wave of violence since U.S. troops left in December 2011.
The surge in attacks is reminiscent of the sectarian carnage that pushed Iraq to the brink of civil war in 2006 and 2007. April was Iraq's deadliest month since June 2008, according to a United Nations tally that put last month's death toll at more than 700.
There was no immediate claim of responsibility for Monday's bombings, but they bore the hallmarks of al-Qaida's Iraqi arm. The group, known as the Islamic State of Iraq, frequently uses car bombs and coordinated blasts against Shiites to undermine Iraqis' confidence in the Shiite-led government.
The day's deadliest attack happened when two bombs exploded in the eastern Habibiya area on the edge of the sprawling Shiite district of Sadr City. Those blasts killed 12 and wounded 35, police said.
Twin blasts also struck an open-air market in the predominantly Shiite al-Maalif area, killing six and wounding 12.
Another car bomb exploded in the busy commercial Sadoun Street in downtown Baghdad. It killed five civilians and wounded 14, police said. Among the wounded were four policemen who were at a nearby checkpoint.
The central street is one of the capital's main commercial areas and is lined with clinics, pharmacies and shops. Firefighters were seen struggling to extinguish flames as police sealed off the area. Several shops were partially damaged or burned.
"What crime have those innocent people committed?" asked witness Zein al-Abidin. "Who is responsible for these massacres?"
Elsewhere across the bloodied capital city, police reported:
? A car bomb went off in the eastern New Baghdad area as officers were waiting for explosives experts to dismantle it. A civilian was killed and nine others wounded.
? In the north, a blast in the Sabi al-Boor neighborhood killed eight civilians and wounded 26. In the Kazimiyah district, a car bomb blew up near a bus and taxi stop, killing four and wounding 11.
Another blast killed four and wounded nine in the Shaab area. And an attack in the Hurriyah neighborhood left five dead and 14 wounded.
? A bomb in the southwestern neighborhood of Bayaa killed six civilians and wounded 16.
? In Baghdad's central Sadria area, a car bomb killed three civilians and wounded 11.
? In the east, a blast killed five and wounded 12 in the Jisr Diyala area. Car bombs also struck the Baladiyat neighborhood, killing four and wounding 11.
? And in Madain, about 20 kilometers (12 miles) south of central Baghdad, a car bomb killed three and wounded nine.
Medical officials confirmed the causality figures. All officials spoke on condition of anonymity because they were not authorized to release information.
The day's bloodshed was the deadliest since last Monday, when a wave of attacks killed 113 people in Shiite and Sunni areas. That was the deadliest single day in Iraq since July 23, when attacks aimed largely at security forces killed 115.
The U.S. Embassy issued a statement condemning the latest attacks.
Although violence has decreased sharply since the height of the insurgency that followed the 2003 U.S.-led invasion, militants are still capable of carrying out lethal attacks nationwide. The recent wave of attacks has raised tensions between the country's Sunni minority and Shiite-led government.
Since late December, members of Iraq's Sunni community have been protesting against the government. They cite a range of grievances, including poor services, discrimination and the application of tough anti-terrorism policies they believe unfairly target their sect.
The unrest is fueling long-simmering sectarian rifts in the country that only grew more divisive after an April 23 crackdown by security forces on a Sunni protest camp. The crackdown in the town of Hawija left many protesters dead.
Maria Fantappie, an Iraq analyst at the International Crisis Group, linked the uptick in violence to the protests and said the events at Hawija marked a turning point.
"They transformed the political crisis into a series of local conflicts in the Sunni-populated provinces," she said. "As it stands, the risk is a metastasis of armed clashes across these provinces."
She said outright civil war between the protesters ? who remain divided over their support for violence ? and security forces loyal to the Shiite-led government is unlikely, however.
Alarmed by a nationwide deterioration in the security situation, Iraqi Prime Minister Nouri al-Maliki recently ordered a reshuffle in senior military ranks.
Authorities have also launched a military operation in the country's western Anbar province to chase down fighters from al-Qaida in Iraq.
The group is growing stronger as a result of rising lawlessness on the Syrian-Iraq frontier and cross-border cooperation with the Syrian militant group Jabhat al-Nusra, or the Nusra Front, a rebel faction fighting to oust President Bashar Assad.

TEHRAN, Iran (AP) ? Iran has fielded a "massive" number of new long-range missile launchers, state TV reported Sunday.
The new weapon components delivered to Iranian military units would allow them to "crush the enemy" with the mass simultaneous fire of long-range surface-to-surface missiles, Defence Minister Gen. Ahmad Vahidi was quoted as saying.
TV showed footage of him inspecting two dozen launch trucks without missiles at an outdoor site. The report did not specify the type of missile that would be fired, nor more details on the number of launchers deployed.
Some of Iran's surface-to-surface missiles are estimated to have ranges of over 2,000 kilometers (1,200 miles), capable of hitting its arch-foe Israel and the U.S. bases in the region.
Vahidi did not specify who was the "enemy" and said Iran would never start a war.
Iran considers both the United States and Israel as enemies. Both have not ruled out a military option against Iran's nuclear facilities, which the West suspects are aimed at weapons development. Iran denies the charge.
