Roy H. Miller Obituary: View Roy Miller's Obituary by Republican ...
Roy H. Miller, 99, of Hegins, passed away Wednesday at Nottingham Village, Northumberland.
Born Nov. 9, 1913, in Pitman, he was a son of the late Charles and Mamie Hepler Miller.
Roy enjoyed a long life with many memories, many from the 20th century. He enjoyed talking about those memories with family and friends especially his days growing up and working on the family farm in the Hegins Valley. Most of his working years were spent operating construction equipment to extract coal during the World War II years and in the construction of dams and interstate highways in Pennsylva- nia.
After retirement, he enjoyed his family, woodworking, gardening and working around the home.
Roy was a member of the F&AM Valley Lodge 797, Valley View.
He was preceded in death by his wife, Hilda, in 2006; five brothers, Ralph, Charles, Frank, Robert and Leon Miller; and three sisters, Jenny Dunkleberger, Margaret Artz and Marie Conrad.
Surviving are two children, Gerald Miller and Ann Miller; two grandchildren, Jody Groshek and Nathaniel Casper Miller; three great-grandchildren, Adam and Blaine Groshek and Maizy Havens; two sisters, Betty Koppenhaver and Arlene Kimmel; and two sisters-in-law, Helen Miller and Alice Miller.
There will be a memorial service at 1 p.m. May 11 at Friedens Lutheran Church, with the Rev. Warren Egebo officiating. Interment will be private in St. John's Cemetery, Hegins. In lieu of flowers, memorial contributions may be made to Friedens Lutheran Church, P.O. Box 375, Hegins, PA 17938. Stephen R. Rothermel Funeral Home, Klingerstown, has charge of the arrangements. Eight-year-old Shafay Is The Youngest Microsoft Tech Certified ...
KARACHI: Shafay Thobani, an eight-year-old child has won the honour of being the world?s youngest Microsoft Certified Technology Specialist, Geo News reported.
Born on March 13, 2004, Shafay grew interested in computers ever since he was a baby.
On April 9, 2012, Shafay appeared in the Prometric test and secured 91 per cent marks, thus making him the world?s youngest Microsoft Certified Training Specialist (MCTS) at the age of eight years and 24 days.
The young man is certified professional in Microsoft Windows 7 Configuration and Microsoft Windows Server 2008 R2. Before appearing in the exam, he remained under training of Microsoft certified trainers for 13 months.
His trainer Faisal Durrani said it was a challenge for him to teach complicated concepts such as Domain Name System (DNS) and Internet Protocol (IP) address to a child as young as Shafay. ?So we split the 40-hour course designed for grown-up IT specialists into 13 months for the child. We taught him by giving him easy examples in order to grasp the concepts. Teaching him for three to four hours everyday, we would also allow him breaks to let him be the normal kid that he is, swimming, playing football or rollerblading,? said Mr Durrani.
Speaking of the boy?s main areas of interest, Shafay?s father Dr. Shah Thobani said he liked network and communication programming. ?He has already completed 65 per cent of Microsoft Hyper-V virtualization, too,? he added.
?Shafay was born in 2004, the same year Arfa was declared the world?s youngest Microsoft Certified Professional at the age of nine. Arfa was an inspiration for us and I hope that Shafay, too, would be a role model for more children to show their tremendous achievements,? Dr Thobani said.

In 2008, a 9-year-old girl from India achieved certification and reports surfaced that she was the youngest. Another girl who was from Pakistan -- and sadly passed away in January at the age of 16 -- had been certified in 2005 when she was 9 years old.
New record or not, Shafay notes on his website that his life dreams include helping the poor people of his country, and meeting Bill Gates. He is also open to being hired as a consultant.

Meanwhile in nigeria most teens want to be musicians...an educational career is taking a back seat to ghastly music!! We really need to address this perception "some" teens are learning and are actually seeing of "some" artiste droping out from school to do music and make money. It makes "some" teens ask themeselves why they have to go to school..i'm not saying this is rampant but it's there and creeping futher.

You blame the parents. An average Nigerian parent would probably prefer to buy one or more cars before (if at all they do consider it) thinking of owning a computer. And when they do purchase one, the kids are forbidden to use it. In most of these countries, parents buy their kids computers at a very young age and they grow up exploring its functionalities.
How many Nigerian Students (at all levels) own their own computer? But most would likely have phones that cost as much as a scaled down computer

DAVOS, Switzerland (AP) ? British Prime Minister David Cameron wants nothing to do with a United States of Europe, an idea that's gaining currency as the countries that use the euro struggle to fix their debt crisis.
A day after he shook up Europe's political landscape by offering citizens the prospect of a vote on whether to stay in the 27-country European Union, Cameron insisted Thursday he wants Britain to remain an integral part of the bloc but that more unification would not be the answer.
"To try and shoehorn countries into a centralized political union would be a great mistake and Britain would not be a part of it," he said in a speech at the World Economic Forum in the Swiss resort of Davos.
Over the past few months, many in the EU, particularly among the 17 countries that use the euro, are on a drive for closer unification, and that's raised particular concerns in Britain, which has often viewed the bloc through a business prism.
"If you mean that Europe has to be a political union, a country called Europe, then I disagree," said Cameron, who insisted he is arguing for a more flexible EU ? not to walk out on it. On Wednesday, Cameron put an end to months of speculation by revealing he intends to hold a referendum on Britain's membership of the EU if he wins the next general election, expected in 2015.
But many politicians in Europe think closer political ties are exactly what is needed to maintain continental unity in the face of a debt crisis that's laid bare fundamental flaws in the euro. The European Union, which last year won the Nobel Peace Prize, effectively started amid the rubble of World War II ? the motivation to avoid future wars.
Some even think Europe's end-game has to be to resemble the United States of America. Countries would be so tied together in their economic and social fabric to make war inconceivable.
A number of European leaders have accused Cameron of putting the bloc at risk to deal with domestic political problems. His Conservative Party has a hardcore element that is highly skeptical of the EU, while an anti-EU party, the UK Independence Party, is gaining ground in the polls most notably at the expense of Cameron's Conservatives.
Italian Premier Mario Monti said Britain should set aside ideology and look at its membership in the EU with "pragmatism, which should be a British attitude of mind."
He argued that Britons, for all their hostility to EU regulations and bureaucracy, benefit so much from the single market that they would be scared to leave ? a ready access to markets and over half a billion people would be a gamble too far.
Most of British business appears to want to stay in the EU but out of the integrationist drive ? the question is whether that can be achieved.
"The vast majority of businesses across the UK want to stay in the single market, but on the basis of a revised relationship ..... that promotes trade and competitiveness," said John Langworth of the British Chambers of Commerce.
He was among 55 British business leaders who issued a public letter to the Times of London on Thursday complaining about demands from Brussels and calling for a "a more competitive, flexible and prosperous European Union that would bring more jobs and growth for all member states."
Growth is certainly something that Europe is craving. The eurozone as a whole is in recession and figures Friday are expected to show the British Economy, the EU's third-largest, half way back to its third recession in four years ? a recession is commonly defined as two successive quarters of negative economic growth.
The leaders of Italy, Ireland, the Netherlands and Denmark ? also in Davos for the gathering of political and business elites ? stressed the importance of Britain's place in the EU.
But Danish Prime Minister Helle Thorning-Schmidt acknowledged Cameron's budget concerns.
"Every morning we need to get up in the morning and ask, are we spending public money in the right way," she said. "If we are doing it at the member state level we should be doing it at the European level as well."
Britain's relations with Europe have been strained since the end of World War II. It did not join the European Steel and Coal Community, the forebear of what would later become the European Union, in 1951.
Britain later realized there were benefits accruing from joining up with some of its wartime friends and foes, and joined the evolving European bloc. It has stood against many efforts to forge closer ties, notably the creation of the euro, but has been at the forefront of the drive to create a single market.

Also, I don't trust too many people as people can try and steal my work and play it off as their own. In any event (rambling), here's the link to the page. Every little bit helps with getting me to get off my ass and do edits so the work can be read and done.
This one in particular is book one in a 4 book fan fiction series I've written. Three of the books have been written and finished, they just need to be edited and posted now. The last book is currently in the works. This project has taken me many years to finally complete, but it is done and now I can sleep easier. Hahahaha. This book is set in Maurader's-ish Era and tells the story of a young couple who met during their seventh year at Hogwarts. Its a romantic drama with some comedy and action thrown in there. This book came around as an after thought while Night and I were writing what was originally the first book. Hopefully you will all enjoy it. Since I?m a new journalist in Israel who happens to love ice cream and arrived here with only one piece of furniture to my name, that would be grave indeed.
So I for one am grateful for Mr. Ben Yehuda, who was born 155 years ago today in the Russian empire.
Legend has it that the man was not only brilliant, but a little crazy. And you would have to be, if you were planning to try to resurrect an ancient language after roughly 2,000 years and expect it to become the primary spoken language of a country that didn't even exist yet.
But the Sorbonne-educated Ben Yehuda did just that ??well before the state of Israel was founded in 1948, and even before Lord Balfour of Britain made his famous promise to the Zionists in 1917 to help establish a Jewish homeland.
Of course, Hebrew was the language of the Torah ? the biblical books of Genesis, Exodus, Leviticus, Numbers, and Deuteronomy ? as well as other religious writings. So many Jews were familiar with it. But they didn?t use it to talk about things like grocery shopping or even politics.
Where to start? With your family, of course. When Ben Yehuda arrived in Israel with his family, he banned his wife and children from speaking any other language. According to tradition, his family was the first to speak exclusively Hebrew in the home.
He also helped start schools and Hebrew-language newspapers, and published the first dictionary of modern Hebrew, often drawing on biblical words to coin modern terms. Ultra-Orthodox Jews pushed back hard, arguing that Hebrew is a holy language and not to be used to discuss the mundane. Many of them still prefer to speak in Yiddish when discussing daily affairs.
But Hebrew is nevertheless the dominant language in Israel today, although Arabic is an official language as well.
But I digress.

Trump Could Buy The New York Times If He ... - Business Insider
We called the idea laughable, and suggested that he would just burn money in a futile effort to buy the paper. The Sulzbergers, who control the company, are extremely unlikely to sell the paper. And if Trump did somehow wrest it from their control, there would be a mass exodus of reporters.
This morning, someone from Trump's organization got in touch. He disagrees with our assessment.
Michael Cohen, Executive Vice President and Special Counsel to Trump, wrote to say that if Trump really wants it, he'll get it.
"I have watched Mr. Trump over the years navigate much tougher acquisitions," wrote Cohen, "Mr. Trump is so smart and so rich that if he wants it, he will get it. If Mr. Trump elects to purchase the NY Times, commits his time and resources, there is nothing he can?t buy."
We emailed him back asking if Trump was truly interested in Times or not. At the time of publishing this post, we had not heard back. If he responds, we will update.
On Twitter, Trump seemed to suggest he wasn't interested in the Times, saying, "When the New York Times sold their beautiful, long-time building for peanuts & the buyer flipped it for a massive profit?they lost me!"

FORT BRAGG, N.C. (AP) ? An Army general brought back from Afghanistan to face court-martial on a series of sexual misconduct charges deferred entering a plea Tuesday.
Brig. Gen. Jeffrey Sinclair, who served five combat tours, is headed to trial following a spate of highly publicized military sex scandals involving high-ranking officers that has triggered a review of ethics training across the service branches.
Sinclair had an arraignment hearing Tuesday at the Army's Fort Bragg, where he had the opportunity to enter a plea of guilty or not guilty. He deferred, and the hearing continued with a defense motion to disqualify prosecutors over emails that were erroneously sent to them.
Prosecutors at the hearing read out charges against Sinclair that included forcible sodomy, wrongful sexual conduct, violating orders and adultery.
A 27-year Army veteran, Sinclair faces life in prison if convicted on the most serious offenses. It's rare for an Army general to face court martial. There have been only two cases in recent years.
More commanders have lost their posts over sex. Of the eighteen generals and admirals, from one star to four stars, fired in recent years, 10 lost their jobs because of sex-related offenses.
That tally does not include retired Army general David Petraeus, who was forced to resign as CIA director in November after he admitted to an affair with the woman who wrote the biography of his military career. The investigation of Petraeus also ensnared Marine Gen. John Allen, the commander of U.S. forces in Afghanistan, over thousands of inappropriate emails he exchanged with a Tampa, Fla., socialite.
At an evidentiary hearing for Sinclair in November, prosecutors presented testimony about his conduct with five women who were not his wife, including officers who served under his direct command. The charges involve activities when he was in Afghanistan, Iraq, Germany and at bases in the United States.
Sinclair was deputy commander in charge of logistics and support for the 82nd Airborne Division in Afghanistan before being relieved in May during the criminal probe. He has been on special assignment since then at Fort Bragg in North Carolina.
The female captain at the heart of the case said she carried on a 3-year sexual relationship with Sinclair, who is married with children. Adultery is a crime under military law, and the admission could end her career.
She testified at the evidentiary hearing that she repeatedly tried to break off the affair with Sinclair, who she says threatened to kill her and her family if she told anyone about their frequent sexual liaisons in hotels, headquarters and war zones. The woman said she usually wanted to have sex with the general, though she said that on two occasions he exposed himself and physically forced her to perform oral sex, even as she sobbed.
The Associated Press does not publicly identify victims of alleged sexual assaults.
Two female officers who served with Sinclair also testified that they had given the general nude photos at his request.
Sinclair is also accused of possessing alcohol in a war zone and disobeying orders. Maj. Gen. James Huggins, Sinclair's superior officer in Afghanistan, testified he ordered Sinclair to cease contact with the female captain after she reported the affair. Sinclair is alleged to have willfully disobeyed that order by then calling the woman's phone.
Sinclair has not yet spoken publically about the charges against him, but at the pre-trial hearing his defense lawyers tried to paint the female captain as a liar and a scorned lover who was trying to ruin Sinclair's life and military reputation. During the hearings, they characterized her as a manipulative "back-stabber" who blamed others for her mistakes.
The general's wife, Rebecca Sinclair, stayed away from the days long military hearing but later went public with an opinion piece in The Washington Post. In that column, she said she was not condoning her husband's infidelity, but she said that a decade of war had taken a toll on military couples and brought pressure on their marriages.

ThinkPad T431s and X230s leak on Lenovo's site, mainly reveal design changes
Lenovo might not be ready to officially reveal the full 2013 ThinkPad range, but it's succeeded in sparking some early interest in the unannounced T431s and X230s by putting their manuals on its Chinese webpage. The documents don't tell us anything about what hardware will be found inside either machine, but as Laptop Reviews note, included diagrams do hint at what they might look like. Akin to the unreleased ThinkPad Helix and Edge notebooks, the traditional dedicated TrackPoint buttons below the keyboard have been done away with, in favor of integrating them into a larger trackpad. Something we also saw on the Helix that'll be carried through to the T431s and X230s is a slight alteration to the function keys -- they'll be the secondary use of hotkeys for brightness, volume and such, rather than the other way around.
If the diagrams are accurate, another difference from the T430 and X230 2012 models will be the hinges, which'll sink part of the top panel behind the body, much like the X1 Carbon and Helix / Edge ThinkPads due later this year. Screen sizes, however, will remain unchanged: the X230s will have a 12.5-inch panel (1,366 x 768 res) and the T431s a 14-incher (1,600 x 900). While we're missing key hardware specs at the moment, at least potential buyers can start pondering whether they'll be down for the design revisions or not. We've linked the PDF manuals below, but if you're looking for more than illustrations, you'll either need to know Chinese or be prepared to get busy with a translator.

LA QUINTA, Calif. (AP) ? Brian Gay found the extra distance he was looking for without sacrificing control.
That was clear late Sunday afternoon in the Humana Challenge when Gay cracked a 300-yard drive down the center of the fairway to set up a birdie on the first playoff hole.
A few minutes later, he split the fairway with a 297-yarder and made another birdie to hold off Charles Howell III for his fourth PGA Tour title.
"I'm still in a little bit of shock," Gay said. "It kind of happened so fast there at the end the way things went down. Last year was a struggle. It was a long year, a lot of work. I just wanted to come out this year kind of refocused, recharged, and believing in myself."
Gay won on the par-4 10th, putting his 9-iron second shot 5 1/2 feet below the hole. Howell drove into the right rough, hit into the back bunker, blasted out to 15 feet and two-putted for bogey.
The 41-year-old Gay, hardly an imposing figure at 5-foot-10 and 165 pounds, worked hard last year with Grant Waite and Joe Mayo to increase his driving distance.
"My whole game's been about accuracy and short game," Gay said. "I've always been a short hitter on the tour and I felt like as I was getting older I'm only going to get shorter and shorter. ... It was tough last year trying to play making those changes."
Gay closed with a 9-under 63 on PGA West's Arnold Palmer Private Course to match Howell and Swedish rookie David Lingmerth at 25-under 263. Howell shot a 64, and Lingmerth had a 62.
Lingmerth dropped out with a bogey on the first extra hole ? the par-5 18th ? after hitting his approach into the left-side water.
Scott Stallings, five strokes ahead entering the round, bogeyed the final hole for a 70 to miss the playoff by a stroke. Gay began the round six strokes behind Stallings.
"The thoughts were, 'Just be aggressive, shoot as low as you can,'" Gay said.
Howell tied for second a week after opening the season with a third-place tie in Hawaii in the Sony Open. He won the last of his two tour titles in 2007.
"Anybody that says that that golf is fun or whatever, has really not done it for a living," Howell said. "I would never characterize this as fun. It's different than that. It's awfully challenging mentally."
After birdieing nine of the first 13 holes, Gay finished regulation with five straight pars. On the 18th, he hit into the right greenside rough, chipped past the hole and missed an 8-foot birdie try.
"I felt like I gave one back with a par on 18," Gay said. "I was happy to be in the playoff."
Given a second chance, he outlasted Howell for his first victory since the 2009 St. Jude Classic. He also won the 2008 Mayakoba Golf Classic and 2009 Verizon Heritage.
Playing in the second-to-last group, Howell had a chance to pull ahead on the final hole of regulation, but left his approach about 85 feet short and three-putted for par. His 5-foot birdie try made a sharp left turn inches from hole.
"Quite honestly, going into the day, I didn't really think that anybody had a chance apart from Scott," Howell said. "He's won before, he hits it long enough to take advantage of the par 5s. At 22 under, I figured if he shoots 6, 7 under, he's really not catchable. So, then to have a chance there in regulation, that's where I really would like that one back, that three-putt there."
Needing a birdie to win and a par to get into a playoff, Stallings hit a 315-yard drive on the 18th to set up a 6-iron approach from 220 yards. His ball landed in the left rough, bounced into the rocks and trickled into the water. He took a penalty drop, chipped to 10 feet and missed his par try.
"I felt great. There wasn't any nerves or anything like that going into it," Stallings said. "Just hit a bad shot. Same thing that happened on 14. .. Coming down the stretch on the 72nd hole, you can't make mistakes like that. It stinks, but it's something that I'll definitely learn from."
The two-time tour winner saved par on the par-5 14th after driving into the All-American Canal on the right side, but dropped a stroke on the par-4 16th after his 4-iron tee shot went farther than he expected and ended up in the lip of a fairway bunker.
"You're going to have your good days and your bad days, but if you live and die with every shot out there, your career is not going to last very long out there," Stallings said.
Making his second career PGA Tour start, Lingmerth hit his 4-iron approach way left into the water in the playoff. He had an awkward stance with the ball above his feet.
"I didn't feel that comfortable over it, obviously," Lingmerth said. "I just hit a bad shot."
Phil Mickelson had a 66 to tie for 37th at 17 under in his season debut.
"I was rusty starting the year," Mickelson said. "I had a great four days here where I can work on my game with perfect weather and wonderful golf courses, where I could build some momentum. Heading into San Diego, I feel a lot more confident."
DIVOTS: James Hahn eagled the 18th for a 62 to tie for fourth with Stallings. ... Russell Henley, the Sony Open winner last week in his first start as a PGA Tour member, tied for 56th at 15 under after a 69. ... FedEx Cup champion Brandt Snedeker shot a 67 to tie for 23rd at 19 under. He was the highest-ranked player in the field at No. 8.

Syrian opposition seeks Qatar backing for transition government
ISTANBUL (Reuters) - The head of Syria's opposition coalition has flown to Qatar to secure promises of financial aid for a transitional government in rebel-held areas, sources at negotiations in Istanbul said on Sunday.
The talks on agreeing a transitional government had been hit by disagreement over whether a transitional government could survive when the Syrian National Coalition President Moaz Alkhatib left in the middle of deliberations, the sources said.
"It seems that there won't be a government unless Sheikh Moaz comes back from Qatar with enough to convince enough members of the coalition that any government they set up will be viable," said one coalition member who did not want to be named.
The talks launched Saturday are the opposition's second bid to form a transitional government, with its credibility at stake as the country slides into sectarian conflict between majority Sunnis and President Bashar al-Assad's minority Alawite sect.
The Syrian opposition is set for more talks in Paris on January 28, French Foreign Minister Laurent Fabius told radio station Europe 1.
The 70-member coalition, dominated by Islamists and their allies, was formed with Western and Gulf backing in Qatar at the beginning of December. Power struggles among its members have undermining efforts to agree a transitional government.
The United Nations says 60,000 people have been killed in the almost two-year revolt against Assad. A collapse of the country could draw in rival powers in a region where the Sunni-Shi'ite faultline has deepened since the Arab Spring revolts began in Tunisia two years ago.
Some coalition members doubt a transitional government is viable yet.
"There is agreement on the need to establish a transitional government but the majority opinion favors not to form it now without secure areas to operate in and enough international support and guarantees for direct recognition," Coalition member Ahmad Ramadan said.
"Otherwise the government will be born paralyzed," he added.
MUSLIM BROTHERHOOD
The Muslim Brotherhood, the only organized force in the Syrian opposition, has made it clear it does not favor a government at present. But opposition sources said the Brotherhood could change its mind if regional powers, especially Turkey and Gulf states, throw their support behind the project.
"Between the military effort and humanitarian and administration needs a transitional government needs up to $40 million a day to operate. There is no point creating a government that cannot meet the aspirations of the revolt," another source said.
Assad's forces massacred over 100 Sunni men, women and children when they overran an opposition-held district in the central city of Homs last week, in the latest in a string of ethnic cleansing of Sunni areas, according to opposition campaigners.
They said the massacre was part of a campaign to secure an open corridor for Alawite forces deployed on hills in Damascus and coastal bases. The Alawites, who have controlled Syria's military and security apparatus since the 1960s, follow an offshoot of Shi'ite Islam and comprise about ten percent of the population.
A few names have emerged as possible contenders for the prime minister job. The best known was that of Riad Hijab, the highest-ranking official to defect since the revolt, who does not enjoy a good relationship with the Brotherhood.
"Hijab was proposed as prime minister today but angry shouts rang immediately that he is a Baathist," said one member, referring to Assad's ruling Baath Party, in which Hijab served for decades.

Insurance health care exchange legislation cleared its first legislative committee with Democratic leaders wanting the complex bill signed by the governor and out the door by the end of March.
A Senate committee on a party-line vote Thursday (Jan. 17) advanced Sen. Tony Lourey?s exchange bill, touching off a flurry of committee hearings in the Senate on the state?s alternative to a federal insurance exchange.
The House is expected to hold its first exchange committee hearing this week.
Minnesota is one of 18 states that has conditional approval from the federal government to launch its own insurance exchange.
Speed is part of the bargain.
Because insurance companies must be allowed six months to prepare products to sell in the exchange, a one-stop marketplace where consumers can browse for the best buy, the state exchange must be state law by the end of March.
Enrollment is scheduled to begin Oct. 1, with plan coverage starting the first of the year.
The exchange is expected to serve more than a million Minnesotans.
Lawmakers flatly say they need to bone up on the legislation.
?I think other than (Republican Rep.) Jim Abeler and a couple of others, (House Health and Human Services Finance Committee Chairman Tom) Huntley, that have worked on this for a long time, I would wager most people don?t have a clue,? said Rep. Jerry Newton, DFL-Coon Rapids.
Senate Commerce Committee Chairman James Metzen, DFL-South St. Paul, held up a diagram of the workings of the exchange ? a diagram at a distance resembling the guts of a computer ? as evidence of complexity.
Does he fully understand it?
?I don?t, but I?m learning,? said Metzen, speaking after the committee hearing.
?I think we can do a thoughtful, good job in the time frame we have,? he said.
Minnesota Exchange Director April Todd-Malmlov appeared before two Senate committees, detailing the form and function of the exchange.
?It?s not just a $110 million website,? she told one committee with a smile, referring federal grants for developing the exchange.
The exchange is ushering in fundamental health insurance reform, she explained.
Todd-Malmlov depicted the exchange ? soon too have a new name, because no one likes what it?s currently called, she said ? as providing consumers with apples-to-apples comparisons of insurance products, with ?navigators? to assist them, all with high-tech access.
Consumers can browse among ?gold? plans, or ?silver? plans.
Eligibility for a given plan can be confirmed in as little as 30 minutes on the exchange, she explained.
Individuals and people on Medical Assistance will make up the bulk of the 1.3 million Minnesotans the exchange is expected to serve.
?The exchange is there to make things simple for people,? Todd-Malmlov said.
All Americans, under the federal Affordable Care Act, must have health insurance.
The exchange budget is estimated at $40 million to $50 million a year.
The entity is proposed to fund itself by collecting 3.5 percent of total premiums for individual market and small group market health benefit plans sold through the exchange.
By federal law, the exchange must be self-funding by 2015.
Legislation calls for the creation of a seven-member board of directors to operate the exchange.
Sen. Dave Thompson, R-Lakeville, an exchange critic, likened the proposed board to a ?Met Council on speed.?
He expressed concern over insufficient legislative oversight.
This concern has been voiced by others.
?I favor a lot of detail (in the legislation),? said Abeler, former Republican House Health and Human Services Finance Committee chairman.
Abeler is working with Democrats on the exchange in the spirit of crafting the best bill possible.
But he believes the current proposal has basic flaws.
?This is set up to be so simplistic you don?t even have to think about,? Abeler said of using the exchange.
All that technology costs a lot of money.
?I think we can do it for much less,? Abeler said.
But Abeler, like other Republicans and Democrats, agrees the state is much better off designing its own exchange than having a bureaucrat in a Washington cubicle pulling the wires.
It?s much better Minnesotans can call a phone number with a ?651? prefix than a ?202,? the latter being one for Washington, many lawmakers say.
?We all believe it,? Abeler said.
Health care consultant Dr. Roger Kathol, president of Cartesian Solutions of Burnsville, served on Democratic Gov. Mark Dayton?s health care exchange task force.
He views the proposed exchange as a proper public/private partnership.
It makes sense the government is involved, as so many exchange customers will be people on government health care programs, Kathol noted.
?Some do, some don?t,? he said of lawmakers wanting more control.
Kathol views the proposed board model as offering stability.
One worry for task force members, he indicated, was that exchange funding would be raided by lawmakers during times of state budget woes.
Getting the exchange up and running is a challenge.
?It?s a massive undertaking just to put the infrastructure together,? Kathol said.
Other criticisms of Lourey?s bill includes concerns over conflict of interest provisions for board members.
Some find them too stringent, chasing away professional with in-depth, timely knowledge of the health care industry.
?This just seems to be eliminating a class of people,? Thompson said in committee.
Other criticisms were voiced by the health care industry.
?There?s something for everyone to love in this bill ? even you, Sen. Thompson, I believe,? Lourey, DFL-Kerrick, said in committee.
But Lourey conceded there was also something to hate.
Republicans in the Senate State and Local Government Committee ? the first committee to advance an exchange bill ? cautioned against hastiness.
?I think it?s moving way too fast,? said Sen. Bruce Anderson, R-Buffalo Township.
Sen. Dan Hall, R-Burnsville, agreed.
?It takes some time to digest it,? Hall said.
Sen. Bev Scalze, DFL-Little Canada, said discussions had been going on for almost two years.
?It?s time that we take actions on this,? she said.
On a party line vote, the bill passed the committee.
House Commerce Committee Chairman Joe Atkins, DFL-Inver Grove Heights, is carrying the House health care insurance exchange bill.
